Institutional lockout — exchange custody (2021)

Survives
Case description
The FinCEN December 2020 unhosted wallet rule proposal's comment period closed in January 2021 with over 7,000 objections. While the rule was never finalised, the regulatory uncertainty led many exchanges to implement their own enhanced unhosted wallet due diligence throughout 2021. Customers routinely faced 5–10 business day delays on withdrawals to new hardware wallet addresses.
